Certifications and Compliance: What B2B Buyers Should Verify

2026-10-24  Period:Unlimited - Unlimited 55

When sourcing disposable menstrual pants or period underwear from a China-based supplier, verification documents protect both the buyer and the end consumer. The most commonly requested certificates for hygiene products include ISO 9001 for quality management, ISO 13485 for medical-device-related quality systems, CE marking for the European market, and FDA facility registration for the United States.

For materials, ask whether the topsheet and absorbent core use skin-friendly, non-fluorescent and latex-free components. OEKO-TEX Standard 100 or a similar textile safety certification is a useful signal for buyers serving sensitive-skin or premium segments.

Three kinds of documents, three different jobs

Buyers often treat "certification" as one thing. It is three, and they answer different questions:

A supplier who answers "we have all certificates" to a question about any one of the three has not answered the question.

What to ask for, by market

European Union. Ask for the CE documentation trail where the product is supplied in a regulated category, plus REACH compliance for restricted substances and a statement on the general product safety rules that apply. Disposable menstrual pants are not uniformly classified the same way across the EU, so the useful question is which classification the supplier is building to — and whether their documents actually match it.

United States. FDA establishment registration and device listing apply where the product is regulated as a device. Menstrual pants are frequently regulated differently from tampons, so confirm the classification rather than assuming a tampon-equivalent pathway. Shipments into California should come with a Proposition 65 statement.

United Kingdom. Whether UKCA or CE recognition applies depends on the rules in force at the time of import. Ask the supplier to state which one they are supplying against, and put it in the purchase order rather than an email.

Australia, Canada, Gulf states, Southeast Asia. Each market has its own registration or notification route, and the obligation usually falls on the importer rather than the factory. Settle who files before you agree an Incoterm, because it changes both cost and lead time.

Material tests that matter more than the certificate wall

For a product in contact with skin for hours, four material tests carry more weight than a framed ISO certificate: formaldehyde content, fluorescent whitening agents, pH of the aqueous extract, and skin irritation and sensitisation. OEKO-TEX Standard 100 or an equivalent textile safety standard covers several of these at the material level, which is why buyers serving sensitive-skin or premium segments ask for it by name.

Ask which tests were run on the actual material lot you will receive, not on a reference sample from two years ago. Material changes quietly: a new nonwoven supplier, a different SAP grade, a reformulated backsheet film.

How to verify a certificate in ten minutes

Check the entity name. The holder must be the factory that will actually produce your order — not a trading company, not a sister company, not a group entity at a different address. This single check catches most document problems.

Check the scope. A quality system certificate whose scope lists "nonwoven fabric converting" may not cover finished absorbent hygiene products. Scope text is the part buyers skip.

Check validity and status. Expiry date, and whether the certificate is active, under surveillance or suspended. Certification bodies publish status lookups; use theirs rather than the PDF the supplier emailed.

Check the accreditation mark. The certificate should carry the mark of an accreditation body, and the certification body should be accredited for that specific standard. A certificate from an unaccredited body is a document, not evidence.

A practical compliance checklist

Request valid certificate copies rather than screenshots. Confirm the factory name on each certificate matches the supplier profile you are buying from. Verify the scope covers absorbent hygiene products. Confirm REACH and Proposition 65 compliance when targeting the EU or California. Record the certificate numbers and dates in your import file so the next order can be checked against a known baseline instead of starting over.

Suppliers listed in this directory can provide documentation on request through the inquiry channel. Always confirm the exact certificate scope and validity period before placing a bulk order, and make delivery of the documents a condition of the order rather than a promise.

Red flags worth walking away from

A screenshot instead of a file. A certificate issued to a different legal entity than the one quoting you. A test report with no date, no laboratory name and no sample description. A supplier who cannot name the standard their product is tested against but can forward eight scanned PDFs. Pressure to skip third-party inspection because "our certificates cover it".

None of these proves a bad factory. All of them mean you cannot verify one — which, for a skin-contact product, is the same commercial problem.

Frequently asked questions

Is ISO 13485 required for menstrual pants? It depends on the classification in your target market. Where the product is regulated as a medical device, a quality system meeting the applicable requirements is expected. Where it is not, ISO 9001 plus product test reports is the common baseline. Ask which classification the supplier builds to and check it against your own market's rules.

Do certificates transfer between factories? No. A certificate is issued to a legal entity at an address. If production moves to another line, another plant or a subcontractor, the certificate does not follow it.

How old can a test report be? Many buyers require reports within twelve months. Independently of the date, a new material lot or a formulation change should trigger a new report.

Should certificates be written into the purchase order? Yes. List the documents you require with their version and date, and make delivery conditional on receiving them. A certificate promised in an email is not a contract term.

Is CE marking compulsory for every shipment into the EU? Not universally — it depends on the category the product falls into. Confirm the classification for your product and market before assuming a CE file is required, and before assuming it is not.
